On Friday afternoon, inside the Jackson County Courthouse, the Court approved the fourth class-action settlement secured on behalf of the tenants at Stonegate Meadows Apartments in Kansas City Missouri, in the tenants’ years-long effort to hold the owners and property managers of Stonegate accountable for the conditions tenants endured. Tenants secured a settlement that included significant injunctive relief requiring new roofs, repair to the water sewage lines, enhanced pest control and other repairs to the property. Additionally, all debt purportedly owed by current or former tenants of Stonegate from November 27, 2019 through December 31, 2025, is fully and permanently forgiven.
The settlement also requires Stonegate Meadows Apartments LLC, Elite Management Group LLC, Prime Midwest LLC and Read Property Group to pay two million dollars into a common fund which will be distributed to class members, after fees and expenses are paid. In total, tenants have won almost four million dollars in settlement money from the Owners and property managers of Stonegate Meadows Apartments. The other three settlements were approved on November 26, 2025.
The current class includes any Missouri tenant who signed leases to live in a residential apartment, townhome, or any other type of unit at Stonegate Meadows Apartment Complex from December 1, 2019 through May 5, 2026. Tenants, represented by attorneys from the Heartland Center for Jobs and Freedom and the law firm of Horn Aylward & Bandy, LLC, filed the class-action in 2023 against Stonegate Meadows Apartments LLC, Elite Management Group LLC, Stonegate Meadows LP, Eagle Point Management LLC, Yarco Company Inc, Young Management Corporation, and later added Read Property Group and Prime Midwest LLC. The petition alleged Plaintiffs and Stonegate tenants were forced to live in unsafe, unsanitary, and unhealthy housing. Buildings were infested with cockroaches and rodents, as well as building-wide roofing and plumbing problems which resulted in serious leaks, raw sewage, mold, mildew, and collapsed ceilings.
Plaintiff Roosevelt Price III says, “My family lived in three different places at Stonegate, and the ceilings fell in all three. We had terrible pest problems and sewage backed up. No one should have to live like that. These are our homes—the places where we raise our children and live our lives. It has been a long battle, and I am glad we could all come together to make changes to the complex. Today, Stonegate will be safer because we stand together. I hope that, by doing this, tenants everywhere can understand what their rights are and join our cause for safer homes.”
Stonegate Meadows is a Section 8 and Low-Income Housing Tax Credit (“LIHTC”) Property in Kansas City, Missouri. With 366 units, Stonegate is the third largest provider of LIHTC housing in Kansas City, and the fourth in all of Jackson County. In Kansas City, Missouri, The National Low Income Housing Coalition estimates a deficit of 44,252 affordable homes to tenants making 50% AMI or less. According to the Department of Housing and Urban Development (HUD), LIHTC is “the most important resource for creating affordable housing in the United States today.”
“There should not be one standard of housing for families with money and another for families who rely on affordable housing,” said attorney Amy Sweeny Davis of the Heartland Center for Jobs and Freedom. “Stonegate tenants demanded what every Kansas City family deserves: a safe, healthy home. Because they stood together, they secured nearly $4 million for tenants and significant repairs designed to improve conditions at Stonegate for hundreds of families.”
